Senegal
This Selected Issues paper offers policy recommendations for Senegal to reach high and sustained growth with the goal of exiting low-income country status. For Senegal to reach Plan Sénégal Emergent (PSE) objectives, reforms under the PSE need to create space for small and medium-sized enterprises and foreign direct investment to thrive. Reform of Senegal’s business environment needs to be accelerated. Macrostructural reforms should be stepped up in the energy sector, in which Senegal still ranks 170th in the world. Progress in the electricity sector can be achieved by continuing to improve reliability of supply and reduce electricity costs. Reform of the taxation system, by simplifying procedures and optimizing the tax rates, is another macro-critical area in which Senegal needs to make significant strides.

DELIBERATIVE DEMOCRACY
This book is the outcome of a National Seminar organised in the Department of Political Science and Development Administration, the Gandhigram Rural Institute- Deemed University, Gandhigram from 12th to 14th March, 2014 in connection with the activities of Special Assistance Programme of UGC. It is our academic practice that whenever we organise a programme we invite not only academics but also practitioners and activists on the subject. The choice of the theme would be decided in the advisory committee meeting. Accordingly we organise seminar annually. We have involved academics to prepare research papers on the theme given to them and they are being presented in the National Seminar and the papers are being validated by the interventions of the practitioners. For these seminars we invite the civil society representatives and the representatives of local bodies along with the researchers to intervene on the presentations of the scholars in the National Seminar. Since our area of research is decentralization in south India, we have partners in this process.

Poverty in Afghanistan
This book examines the patterns, characteristics, causes and coping mechanisms of the poor in Afghanistan applying econometric and statistical techniques. The authors address and identify the extent of poverty in Afghanistan over the years, the spatial patterns and regional imbalances of poverty in Afghanistan, the distinguishing characteristics of the poor in Afghanistan, and explore shocks faced by the poor in Afghanistan as well as subsequent coping strategies. Based on household level data collected under the ‘National Risk Vulnerability Assessment’ (NRVA) survey of 2003, 2005, 2007/08 and 2011/12 of Afghanistan, the authors identify options that may enable policy makers and other stakeholders to further enable the inclusion of the poor in development processes and to successfully cope with poverty and its adverse outcomes. Commercialization of Hinterland and Dynamics of Class, Caste and Gender in Rural India
There is a great deal of controversy and debate on land acquisition and transactions concerning the economic development of India, particularly the rural parts of the country. This book explicates, from a sociological perspective, the effect of increasing land transactions on social mobility, based on a detailed study of selected villages in Lucknow, India. It argues that villages in modern India, particularly those close to cities, are no longer simple and integrated communities, but are, rather, more heterogeneous, complex and mobile, as a result of urban expansion and globalization. It contextualises land transactions in a political economic model, describing in detail the differential relationship between land and the state from ancient times to the present day, noting the different laws relating to land and their implications for rural life.
