The European Security and Defence Policy (ESDP) includes non-military aspects designed to allow the EU to provide assistance to countries in crisis. These civilian crisis management capabilities include policing and civil administration. The Committee's report finds that the preparations for the civilian ESDP police mission in Bosnia (EUPM) were highly successful. It considers that the EU's civilian role in crises is a valuable one, and notes surprise at the lack of interest shown thus far by the media and by individual Member States in this subject. Main conclusions reached are that the EU should: clarify the scope and goals of civilian ESDP; work to fill the gaps in the existing crisis management provision and avoid duplicating the work of other organisations; streamline the chain of command and control; and set up workable, long-term financing arrangements.
