In The Ripple Effect, Enze Han argues that a focus on the Chinese state alone is not sufficient for a comprehensive understanding of China's influence in Southeast Asia. Instead, we must look beyond the Chinese state, to non-state actors from China, such as private businesses and Chinese migrants. These actors affect people's perception of China in a variety of ways, and they often have wide-ranging as well as long-lasting effects on bilateral relations. Han proposes that to understand this increasingly globalized China, we need more conceptual flexibility regarding which Chinese actors are important to China's relations, and how they wield this influence, whether intentional or not.

The latest World Economic Outlook reports signs that policy tightening is starting to cool activity despite core inflation proving persistent. Risks are more balanced as banking sector stress has receded, but they remain tilted to the downside. Monetary policy should stay the course to bring inflation to target, while fiscal consolidation is needed to tackle soaring debts. Structural reforms are crucial to revive medium-term growth prospects amid constrained policy space.

International trade is highly imbalanced both in terms of values and in terms of embodied carbon emissions. We show that the persistent current value trade imbalance patterns contribute to a higher level of global emissions compared to a world of balanced international trade. Specifically, we build a Ricardian quantitative trade model including sectoral input-output linkages, trade imbalances, fossil fuel extraction, and carbon emissions from fossil fuel combustion and use this framework to simulate counterfactual changes to countries' trade balances. For individual countries, the emission effects of removing their trade imbalances depend on the carbon intensities of their production and consumption patterns, as well as on their fossil resource abundance. Eliminating the Russian trade surplus and the US trade deficit would lead to the largest environmental benefits in terms of lower global emissions. Globally, the simultaneous removal of all trade imbalances would lower world carbon emissions by 0.9 percent or 295 million tons of carbon dioxide.

Thorsten Heimann geht der Frage nach, wie sich kulturelle Unterschiede im Umgang mit Klimawandel an europäischen Küsten beschreiben und erklären lassen. Dazu entwickelt er das Konzept des relationalen Kulturraums, erarbeitet umweltsoziologische Erklärungsansätze und prüft diese anhand einer Befragung von 830 Akteuren der Raumentwicklung europäischer Küstenstaaten. Er antwortet damit auf raumtheoretische Debatten zur kulturellen Globalisierung, in denen die Gebundenheit von Kulturen an Orte zunehmend in Frage gestellt wird. Mit dem relationalen Kulturraumansatz können kulturelle Formationen zukünftig in vielfältigen sozialwissenschaftlichen Anwendungsfeldern untersucht werden.
This paper reviews evidence on the impact of fuel subsidy reform on household welfare in developing countries. On average, the burden of subsidy reform is neutrally distributed across income groups; a $0.25 decrease in the per liter subsidy results in a 6 percent decrease in income for all groups. More than half of this impact arises from the indirect impact on prices of other goods and services consumed by households. Fuel subsidies are a costly approach to protecting the poor due to substantial benefit leakage to higher income groups. In absolute terms, the top income quintile captures six times more in subsidies than the bottom. Issues that need to be addressed when undertaking subsidy reform are also discussed, including the need for a new approach to fuel pricing in many countries.
