Political constraints and opportunities for agricultural investment in Sudan

This note reviews Sudan’s contemporary political landscape and how it affects the viability of much needed investments central to the country’s agricultural transformation. It specifically focuses on livestock and horticulture value chains in Greater Khartoum and natural resource management in the Blue Nile and South Kordofan States. Successive governments have largely neglected the agriculture sector even though it is the largest employment sector in Sudan and contributes about 56 percent to total exports (CBoS, 2020). Moreover, the sector has a high potential for tackling the twin challenges of food insecurity and improving the livelihoods of smallholder farmers. These two are critical...

Political and economic drivers of Sudan's armed conflict: Implications for the agri-food system

This study assesses the political economy of the conflict between the Sudan Armed Forces (SAF) and the Rapid Support Forces (RSF) that brought out in April 2023, resulting in massive violence, displacement, and threats to food security. Based on a series of key informant interviews and other secondary materials, this study identifies that the primary underlying driver of the conflict relates to the rise of competition between the SAF and RSF over productive resources, including within the agri-food system. This scenario has been facilitated by a longstanding lack of scrutiny, accountability, and transparency over the distribution of economic rents and commercial holdings between the two fact...

Sustainable livestock development in Sudan: Challenges, opportunities, and policy priorities

Livestock in Sudan plays a crucial role in the national economy, particularly in alleviating poverty and enhancing food security. Despite its significance, the last comprehensive livestock census for the country was conducted in 1975, resulting in now outdated and often unreliable data. Recent estimates by USAID indicate that Sudan ranks among the top three African countries in terms of livestock numbers, with an estimated 105.6 million animals. The livestock population in Sudan is predominantly composed of camels, goats, sheep, and cattle. The spatial distribution of livestock is variable and influenced by local factors such as feed resources, land use, and ecological conditions. The Greate...

Impacts of COVID-19 on food security: Panel data evidence from Nigeria

This paper combines pre-pandemic face-to-face survey data with follow up phone surveys collected in April-May 2020 to quantify the overall and differential impacts of COVID-19 on household food security, labor market participation and local food prices in Nigeria. We exploit spatial variation in exposure to COVID-19 related infections and lockdown measures along with temporal differences in our outcomes of interest using a difference-in-difference approach. We find that those households exposed to higher COVID-19 cases or mobility lockdowns experience a significant increase in measures of food insecurity. Examining possible transmission channels for this effect, we find that COVID-19 signifi...

Post-harvest losses in rural-urban value chains: Evidence from Ethiopia

We study post-harvest losses (PHL) in important and rapidly growing rural-urban value chains in Ethiopia. We analyze self-reported PHL from different value chain agents – farmers, wholesale traders, processors, and retailers – based on unique large-scale data sets for two major commercial commodities, the storable staple teff and the perishable liquid milk. PHL in the most prevalent value chain pathways for teff and milk amount to between 2.2 and 3.3 percent and 2.1 and 4.3 percent of total produced quantities, respectively. We complement these findings with primary data from urban food retailers for more than 4,000 commodities. Estimates of PHL from this research overall are found to be...
