The purpose of the IPPC procedure manual for governance is to provide, in a convenient form, procedures and practices for the International Plant Protection Convention (IPPC) Commission on Phytosanitary Measures (CPM). This manual includes decisions and procedures through the end of December 2023. The decisions and procedures described herein are subject to future amendment. The manual will be updated accordingly, as necessary. Procedures relevant to the work of the Standards Committee (SC) and the Implementation and Capacity Development Committee (IC) – two of the CPM subsidiary bodies –are compiled in separate procedure manuals.
The International Plant Protection Convention (IPPC) aims to secure coordinated, effective action to prevent and to control the introduction and spread of pests of plants and plant products. This is achieved through the development and implementation of phytosanitary policies and activities. At a country scale, such activities are the responsibility of the national plant protection organization (NPPO), which is the official service established by a government to discharge the functions specified by the IPPC. While an NPPO has responsibility for phytosanitary actions, it cannot operate in isolation and relies on engagement with other government bodies, the private sector and civil society to protect plant health.

The 2022 International Plant Protection Convention (IPPC) Annual Report provides an overview of the IPPC Secretariat's key achievements for the year. It highlights the summary financial report, as well as the progress towards achievement of the IPPC Strategic Framework including in governance, standards setting, implementation, partnerships and communication. The year's milestones include the first International Day of Plant Health, celebrated on 12 May after its adoption at the UN General Assembly, as well as the first International Plant Health Conference attended by more than 500 plant health experts around the world, held in person in London in September 2022.
The Procedure Manual for Implementation and Capacity Development is composed of six sections: Implementation and Facilitation Unit of the IPPC Secretariat, Implementation and Capacity Development Committee (IC), IC Sub-groups, Specific IC Sub-groups and additional useful procedures. The purpose of this manual is to provide a convenient consolidation of decisions, procedures, practices and forms used in the implementation and capacity development work in the IPPC community. This manual will be revised annually in November to include any new decisions and procedures and to amend existing decisions and procedures as necessary.
In 2016, the Commission on Phytosanitary Measures adopted a recommendation on the importance of pest diagnosis. The recommendation stresses the importance of pest diagnosis in underpinning many activities involved in the implementation of the International Plant Protection Convention (IPPC). The recommendation encourages regional plant protection organizations and contracting parties to share knowledge and expertise, and support laboratory capacity in diagnostic protocols.
