Looking After Children

Looking After Children is an assessment and planning approach for children and youth in out of home care, first developed in the UK, and since 1997 adapted and used increasingly in Canada, particularly in Ontario. The approach is developmental and strengths based. The Assessment and Action Record (AAR), the core clinical tool, provides the basis for an in-depth assessment interview which then leads to a comprehensive care plan. The AAR is computerized and provides the possibility of data aggregation, and the recent revision allows for comparability among Canadian children as assessed by the National Longitudinal Survey of Children and Youth. Looking After Children: A Practitioner's Guide includes training material that will help practitioners understand and put the LAC approach and tools to effective use.

Measuring Literacy

The National Assessment of Adult Literacy (NAAL) is a household survey conducted periodically by the Department of Education that evaluates the literacy skills of a sample of adults in the United Stages ages 16 and older. NAAL results are used to characterize adults' literacy skills and to inform policy and programmatic decisions. The Committee on Performance Levels for Adult Literacy was convened at the Department's request for assistance in determining a means for booking assessment results that would be useful and understandable for NAAL'S many varied audiences. Through a process detailed in the book, the committee determined that five performance level categories should be used to characterize adults' literacy skills: nonliterate in English, below basic literacy, basic literacy, intermediate literacy, and advanced literacy. This book documents the process the committee used to determine these performance categories, estimates the percentages of adults whose literacy skills fall into each category, recommends ways to communicate about adults' literacy skills based on NAAL, and makes suggestions for ways to improve future assessments of adult literacy.

A 2023 Choice Reviews Outstanding Academic Title This work assesses the possibilities and limitations of reducing poverty among families with children by increasing the work effort of the adults in those families. Following a historical review of family poverty since 1995, the authors present several policy simulations, including increased employment, a higher minimum wage, more generous tax credits, a child allowance, and reduced childcare or medical expenses. Specific policy proposals—including the proposals of the Biden Administration—are assessed using four criteria: reducing child poverty; equitable treatment of the poorest groups; promotion of self-sufficiency; and cost-effectiveness. The authors conclude that while no single policy is able to reduce family poverty by half while meeting the other criteria, several combinations of policies have the potential to do so.
