There is a national emergency, and it has become more pronounced as South Africa faces challenges of Ethical leadership in both the private and public sector. Recently the Zondo Commission, Public Investment Corporation (PIC) Commission and Courts of Law released reports that cast light on the conduct of public officials. There have also been several reports by the Special Investigating Unit (SIU) dealing with the same matter. This phenomenon is not only unique to South Africa. Reports of multinational companies that have been implicated in unethical and corrupt abound. These include corporate scandals such as those of Enron, WorldCom, Nortel, and AIG. These malfeasances have demonstrated abundantly that corporate leaders are not immune to unethical behaviour (Bedi, Alpasla & Green, 2015; Naidoo, 2012a). What this showed is that the issue of ethics is important in the public sector.

Over the last two decades new arrangements have emerged for the finance and delivery of social welfare in the United States and other industrial democracies. Moving beyond the conventional paradigm of the welfare state, these arrangements form an alternative model. This study details a fresh vision of social welfare transfers--how they are delivered, and whom they benefit. The authors explore the use of private enterprise and market-oriented approaches to the delivery of social provisions, and examine how welfare benefits are derived from the full range of modern social transfers including tax expenditures, credit subsidies, and those induced by regulatory activity. Reappraising the modern boundaries of social welfare, this book provides insights into the structure and dynamics of a novel social model that will open new avenues for scientific study and public debate.

Arising from a research project funded by Danish International Development Assistance, Management and Change in Africa includes results of management surveys across 15 sub-Saharan countries and of organizational surveys taken across a range of sectors in South Africa, Kenya, Nigeria and Cameroon. It combines methodology, theory and case examples to explore thoroughly the influences on management in Africa and attempts to push the boundaries of cross-cultural theory. In doing so, it explores how much can be learned from studying both the successes and failures of African management towards realizing the potential of an African Renaissance and what the global community may learn from Africa.
