Julia Bar untersucht die Korrelation zwischen der kooperationsverhindernden Politikformulierung der Anrainerstaaten hinsichtlich der Wassernutzung der internationalen Flusssysteme Amu Darja/Syr Darja und Tigris/Euphrat einerseits und dem existierenden regionalen Konfliktkonglomerat andererseits. Mithilfe einer qualitativ vergleichenden Analyse evaluiert sie die Kontextvariablen und Einflussfaktoren, die das Etablieren eines nachhaltigen grenzüberschreitenden Wassermanagements und damit die Beilegung der andauernden wasserbezogenen Nutzungskonflikte in den beiden Regionen verhindern.
