The number, variety, and political prominence of non-governmental organization in the Philippines present a unique opportunity to study citizen activism. Nearly 60,000 in number by some estimates, grassroots and support organizations promote the interests of farmers, the urban poor, women, and indigenous peoples. They provide an avenue for political participation and a mechanism, unequaled elsewhere in Southeast Asia, for redressing the inequities of society. Organizing for Democracy brings together the most recent research on these organizations and their programs in the first book addressing the political significance of NGOs in the Philippines.
The authors underline the fact that aid and other forms of external intervention need to be better directed in the so-called "fragile states" of the developing world. The authors argue that confusion permeates Western aid programmes in countries where states either face escalating violent challenges or are attempting reconstruction and state-building in the wake of war. The report, which includes country and city case studies in Africa, Asia and Latin America and analysis of regional conflict trends, looks into the drivers of violent conflict in the developing world and why some states and cities have fared better than others in avoiding large-scale violence or in rebuilding public and private organisations after war. Decentralization and Development Partnerships: Lessons from Uganda goes beyond theory to compare academic assumptions to the reality of decentralization implementation in modern Uganda. Although the process is by no means free of difficulties, Saito concludes that a "win-win" outcome is a real possibility.

At the start of each decade the World Development Report focuses on poverty reduction. The World Development Report, now in its twenty-third edition, proposes an empowerment-security-opportunity framework of action to reduce poverty in the first decades of the twenty-first century. It views poverty as a multidimensional phenonmenon arising out of complex interactions between assets, markets, and institutions. This Report shows how the experience of poverty reduction in the last fifteen years has been remarkably diverse and how this experience has provided useful lessons as well as warnings against simplistic universal policies and interventions. It shows how current global trends present extraordinary opportunities for poverty reduction but also cause extraordinary risks, including growing inequality, marginalization, and social explosions.
