The State and Peasant Politics in Sri Lanka

The State and Peasant Politics in Sri Lanka

Dr Moore's enterprising book focuses on an apparent paradox: the failure of Sri Lanka's highly politicized smallholder electorate to place on the national political agenda issues relating to the public distribution of material resources. Sri Lanka has more than fifty years' history of pluralist democracy and such issues directly affect the interests of the smallholder population. Yet successive Sri Lankan governments have pursued economic policies favouring food consumers and the state itself at the expense of agricultural producers. In exploring the features of Sri Lanka's history, geography, politics and economy which explain this paradox, the author looks in detail at some of the dominant features of contemporary Sri Lanka: the political consequences of the plantation experience; the persistence of elite political leadership; and the causes and consequences of ethnic conflict.

#1 New York Times bestselling author Michael Moore returns with his first major book in eight years -- a blend of memoir, history, and politics that only he could write. "I had an unusually large-sized head, though this was not uncommon for a baby in the Midwest. The craniums in our part of the country were designed to leave a little extra room for the brain to grow in case one day we found ourselves exposed to something we didn't understand, like a foreign language, or a salad." Michael Moore-Oscar-winning filmmaker, bestselling author, the nation's unofficial provocateur laureate-is back, this time taking on an entirely new role, that of his own meta-Forest Gump. Breaking the autobiographi...

Taxing Africa

Taxation has been seen as the domain of charisma-free accountants, lawyers and number crunchers – an unlikely place to encounter big societal questions about democracy, equity or good governance. Yet it is exactly these issues that pervade conversations about taxation among policymakers, tax collectors, civil society activists, journalists and foreign aid donors in Africa today. Tax has become viewed as central to African development. Written by leading international experts, Taxing Africa offers a cutting-edge analysis on all aspects of the continent's tax regime, displaying the crucial role such arrangements have on attempts to create social justice and push economic advancement. From tax evasion by multinational corporations and African elites to how ordinary people navigate complex webs of 'informal' local taxation, the book examines the potential for reform, and how space might be created for enabling locally-led strategies.

Here comes trouble

First published in 1984. It is widely acknowledged that rural-urban differences and interrelationships play an important role in the development process. Some theorists believe they are a primary cause of continuing poverty in poor nations. This volume of essays summarises and appraises theories of rural-urban relations and economic development and explores, mainly on the basis of country case studies, the conceptual and theoretical problems to which they give rise, and the extent to which they correspond to recent experiences in the Third World.

In the first in-depth study of Moore's feature-length documentary films, editors Thomas W. Benson and Brian J. Snee have gathered leading rhetoric scholars to examine the production, rhetorical appeals, and audience reception of these films. Contributors critique the films primarily as modes of public argument and political art. Each essay is devoted to one of Moore's films and traces in detail how each film invites specific audience responses.

Elite Perceptions of Poverty and Inequality

The researchers who have written this volume are clear not only that mass poverty is still the leading humanitarian crisis in developing countries, but that, if effective policies are to be put in place, the national elites who control governments and economies need to be convinced of both the reasons why reducing poverty is in their own and the national interest, and that public action can make a difference. Remarkably, in the rapidly growing literature on poverty, this volume is the first to use survey techniques to explore Third World elites' attitudes to poverty. Five cases - intended to be broadly representative of the diversity of situations in developing countries - were chosen: Brazi...

Taxation and State-Building in Developing Countries

There is a widespread concern that, in some parts of the world, governments are unable to exercise effective authority. When governments fail, more sinister forces thrive: warlords, arms smugglers, narcotics enterprises, kidnap gangs, terrorist networks, armed militias. Why do governments fail? This book explores an old idea that has returned to prominence: that authority, effectiveness, accountability and responsiveness is closely related to the ways in which governments are financed. It matters that governments tax their citizens rather than live from oil revenues and foreign aid, and it matters how they tax them. Taxation stimulates demands for representation, and an effective revenue authority is the central pillar of state capacity. Using case studies from Africa, Asia, Eastern Europe and Latin America, this book presents and evaluates these arguments, updates theories derived from European history in the light of conditions in contemporary poorer countries, and draws conclusions for policy-makers.
