The collaborative efforts of ColombiaA's Department of National Planning (DNP) and the World Bank has produced the National Evaluation System of Public Sector Performance (SYNERGY). Put in place by the Special Division for Evaluation in DNP, this system has been designed and implemented to change the public sector from an inward-looking, process-oriented body (which sometimes restrains economic and social progress) into a more dynamic, results-oriented partner of the community and private sector in development. This report explores the critical factors in making SYNERGY a successful evaluation system. Such factors include ways of making it an effective management tool, promoting civil society participation by focusing on results for people and leveraging on their energy and resource, defining a constructive learning process for implementation, and providing an enabling environment for a results-oriented public sector.

Reviews the World Bank's experience in industrial restructuring in 46 countries during the past 14 years. The study finds that for most completed public enterprise restructuring operations, sustainability of benefits was a large problem, mainly because of fragile sector reforms and inadequate governance and management. Those completed for the private sector experienced poor outcomes from inadequate attention to country economic conditions and policy distortions. To overcome such problems, the study recommends that future restructuring operations be designed and implemented to have an impact at the firm level.

World Bank Technical Paper No. 356. The fragmentation in African financial markets and its persistence despite reforms to liberalize those markets have been difficult to explain. This paper reports findings from surveys of formal and informal institutions and their clients in Ghana, Malawi, Nigeria, and Tanzania to test hypotheses explaining different aspects of fragmentation, which occurs when different market segments are poorly linked and interest rate differentials cannot be fully explained by differences in costs and risks. The study concludes that financial development strategies, and World Bank operations supporting them, should explicitly include informal and semi-formal financial institutions to improve the extent and efficiency of financial intermediation in the medium term.

"The prevalence of child undernutrition in India is among the highest in the world, nearly double that of Sub-Saharan Africa, with dire consequences for morbidity, mortality, productivity and economic growth. Drawing on qualitative studies and quantitative evidence from large household surveys, this book explores the dimensions of child undernutrition in India and examines the effectiveness of the Integrated Child Development Services (ICDS)program, India's main early child development intervention, in addressing it. Although levels of undernutrition in India declined modestly during the 1990s, the reductions lagged behind those achieved by other countries with similar economic growth. Nutritional inequalities across different states and socioeconomic and demographic groups remain large. Although the ICDS program appears to be well-designed and well-placed to address the multi-dimensional causes of malnutrition in India, several problems exist that prevent it from reaching its potential. The book concludes with a discussion of a number of concrete actions that can be taken to bridge the gap between the policy intentions of ICDS and its actual implementation."
