About 60 scientists and students attended the 96' International Conference on Nonlinear Programming, which was held September 2-5 at Institute of Compu tational Mathematics and Scientific/Engineering Computing (ICMSEC), Chi nese Academy of Sciences, Beijing, China. 25 participants were from outside China and 35 from China. Democracy is perhaps the defining characteristic of modern Western society, but even as late as the nineteenth century it was often viewed with suspicion by many who saw it as akin to anarchy and mob rule. It was not until the French and American revolutions of the eighteenth century that electoral democracy began to gain momentum as a serious force, which was eventually to shape political discourse on a broad, international scale. Optimization is an important tool used in decision science and for the analysis of physical systems used in engineering. One can trace its roots to the Calculus of Variations and the work of Euler and Lagrange. This natural and reasonable approach to mathematical programming covers numerical methods for finite-dimensional optimization problems.
