Inclusive Growth

Central America and the Dominican Republic had stable economic growth in 2017. The performance of the United States economy and low commodity prices, mainly oil, meant that the key indicators for the region did not change abruptly. It is worth noting that safeguarding the stability of public finances remains the main challenge for the region. In the short run, we expect the fiscal deficit and public debt to maintain their upward trend, thus putting pressure on interest rates, which would have a negative impact on economic growth. This trend has implied in downward revisions to the region’s economic outlook. Growth in the region has been higher than the rest of Latin America, but its impact on reducing poverty and improve income distribution, has been limited. The report explores options to make growth more inclusive in Central America and the Dominican Republic. It highlights the need to bolster human capital accumulation, take advantage of integration with other trade partners, and generate buffers for political decision-making in a highly uncertain environment, in order ensure that growth can benefit the highest number of people in the region.

Current Account Balance Estimates for Emerging Market Economies

This paper uses a modified version of the methodology used by the IMF's Consultative Group on Exchange Rate Issues (CGER) to calculate equilibrium current account balances (or ?norms?) for a sample of 33 emerging market economies. We find that the fundamental determinants of the equilibrium current account balances are similar to those identified by the CGER using a sample that also comprises advanced economies. However, the fiscal balance has a considerably stronger impact on current account norms for emerging markets. This paper also offers estimates for the equilibrium current account balances of eleven smaller emerging market economies that are not currently included in the country sample used by the CGER.

This paper discusses key findings of the detailed assessment of compliance of the Basel Core Principles for Effective Banking Supervision for El Salvador. The Salvadoran financial system is comparable with its regional peers in terms of size. The financial system has weathered the global financial crisis reasonably well. Reflecting a flight out of riskier assets and a number of recapitalization rounds, capital adequacy levels slightly increased and currently averages nearly 17 percent. Nonperforming loans amount to 3.8 percent of total loans, up from about 2 percent before the crisis. The Salvadoran authorities are also in the process of overhauling the supervisory landscape.
