The Path to European Defence
After the Internal Market and the Introduction of the Euro, the European Union is making the decisive steps towards the next large project on the way to European unification, which is European Defence. The recent Iraqi crisis has shown that a common European foreign policy is more necessary than ever. In spite of this shortfall, there has been important progress: The European crisis intervention force, such as it was defined in Helsinki in 1999, has already been deployed successfully in two operations. Russian-German Special Relations in the Twentieth Century
Twentieth-century Europe, especially Central Eastern Europe, has been largely defined by Russia and Germany. In this century, cultural and economic exchanges between the two countries were as active as the fires of hatred intense. The smaller states in between, with their unstable borders and internal minorities, suffered from the powers' alliances and their antagonisms. This volume of new research in political and cultural history examines the two powers' turbulent relationship, including the pre-1914 era of exchange and cooperation; the projects of modernity in post-revolutionary Russia and Weimar Germany; the struggle for dominance over Central Europe in World War II; and mutual views of Germans and Russians after 1945. In the wake of the crucial events of 1989 and the transformation of German-Russian relations, it asks whether the configuration of Russian-German relations that once dominated twentieth-century Europe has now dissolved, leaving us to find new ways of cooperation between 'New Russia' and 'New Europe'.
The Militarization of the European Union
From the establishment of NATO in 1949, Western Europe has been under Anglo-American tutelage in military and security matters. Several countries, most notably France and (since reunification) Germany, have experienced this as a hindrance to the pursuit of their particular interests. Since 2008, the European Commission has actively joined the quest for “strategic autonomy” within NATO. The elections of Donald Trump and Emmanuel Macron in 2016-17 further widened the Atlantic rift, while the COVID-19 crisis with its colossal economic costs has, in turn, exacerbated the already worsening geopolitical tensions with states like Russia and China. Practices of Inter-Parliamentary Coordination in International Politics
Parliaments risk becoming the main losers of internationalisation; a process that privileges executives and experts. Still, parliamentarians have developed a range of responses to catch up with international decision-making: they coordinate their actions with other parliamentarians; engage in international parliamentary forums; and some even opt to pursue political careers at the supranational level, such as in the European Parliament. This volume provides a thorough empirical examination of how an internationalising context drives parliamentarians to engage in inter-parliamentary coordination; how it affects their power positions vis-à-vis executive actors; among themselves; and in society in general. Furthermore, building upon these empirical insights, the book assesses whether parliamentary democracy can remain sustainable under these changing conditions. Indeed, if parliaments are, and remain, central to our understanding of modern democracy, it is of crucial importance to track their responses to internationalisation, the fragmentation of political sovereignty, and the proliferation of multilevel politics.
