Ethiopia: Impacts of the Ukraine and global crises on poverty and food security

Global food, fuel, and fertilizer prices have risen rapidly in recent months, driven in large part by the fallout from the ongoing war in Ukraine and the sanctions imposed on Russia. Other factors, such as export bans, have also contributed to rising prices. Palm oil and wheat prices increased by 56 and 100 percent in real terms, respectively, between June 2021 and April 2022, with most of the in-crease occurring since February (Figure 1). Wide variation exists across products, with real maize prices increasing by only 11 percent and rice prices declining by 13 percent. The price of crude oil and natural gas has also risen substantially, while the weighted average price of fertilizer has dou-bled. With these changes in global prices, many developing countries and their development part-ners are concerned about the implications for economic stability, food security, and poverty.

If smallholder farming households in Papua New Guinea achieve higher crop productivity levels, progress will be made along several dimensions of the development vision for PNG – increasing GDP for the agricultural sector and the overall economy; driving growth, diversification, and transformation of local rural economies; improving food consumption; and reducing poverty. In this paper, we examine recent data on yields for the most important crops grown in PNG, assess what yields might be achieved based on productivity data from areas of Indonesia with similar growing conditions, and sketch where policy reforms could provide incentives and access to technologies to achieve higher crop yields by all farmers across PNG.

This paper evaluates Ethiopia’s urbanization trend during the last four decades, while also considering Ethiopia’s structural transformation and recent public investments to promote greater industrialization within the country. Ethiopia’s urban population grew 4.2 percent per year between 1994 and 2015, far outpacing the overall population growth rate of 2.5 percent. Compared to the urban growth rate of Africa (3.5 percent per year), Ethiopia experienced a 20 percent faster urban population growth rate (UNDESA 2015). Improving agricultural productivity in Papua New Guinea: Strategic and policy considerations: Synopsis

In a recent working paper, we examine staple and cash crop production yields in Papua New Guinea (PNG). In doing so, we assess the yield gap (difference between the crop yields farmers commonly obtain and what they might realize with optimal inputs and crop management) for the main staple food crops in PNG. The yield gap for sweet potato is the smallest (1/4 - 1/3 less than attainable yields), while banana shows the largest yield gap at about ¾ less than what might be achieved under intensive cultivation. In addition, we compare PNG agricultural output with areas of similar growing conditions in Indonesia to provide insight into potential investments to further spur agricultural productivity in PNG. Finally, we assess current sector policies in PNG that aim to support agricultural development as an engine for economic growth.

Synopsis: Ethiopia's spatial and structural transformation: Public policy and drivers of change

This research note evaluates Ethiopia’s demographic shift over the last four decades while also evaluating potential urbanization trends 20 years into the future.1 Propelling Ethiopia’s urban growth is new secondary city development, ongoing population growth in small towns, and improved access to markets. In order to understand how secondary city growth is contributing to urbanization, we update the agglomeration index for the country. In addition, we look at recent patterns of domestic migration. Reviewing the government’s investment strategy in industrial parks and sugar factories, we explore current plans for industrial zones in Ethiopia. In examining the scope for their success, we consider the key role that government policy will need to play in terms of overall investment in infrastructure, as well as the major implications of macro-economic and trade policies to motivate increased private sector investment in Ethiopia’s industrial sector.
