The Public Responsibility for Higher Education and Research

The public responsibility for higher education and research is a cornerstone of the European university heritage. Yet, our societies are changing rapidly, and clinging to old solutions will not further the very values that these solutions were originally designed to protect. The claim on public attention and public funds is growing, but public funds are not, or at least not at the same rate. While public funding of higher education and research is still important, the concept of public responsibility must be understood much more widely. It must also be nuanced by looking more closely at different degrees and levels of public responsibility as well as at the instruments available for exercising such responsibility. The book, which builds on a Council of Europe conference, aims to explore what public responsibility means in the complex societies that have just crossed the threshold to the 21st century by examining both overall higher education policies and specific aspects of it such as higher education for a democratic culture, access to research results, financing, equal opportunities, the approach to regulation and new trends in higher education.

While he celebrated higher education as the engine of progress in every aspect of American life, George Keller also challenged academia’s sacred cows and entrenched practices with provocative ideas designed to induce “creative discomfort.” Completed shortly before his death in 2007, Higher Education and the New Society caps the career of one of higher education’s exceptional minds. From Education to Life

This book contributes to ongoing discussions on the important role of education and on the challenging tasks facing educators today. Drawing on their long, vast and varied experience as educators, administrators and scholars, the authors deal specifically with certain fundamental issues with a view to engaging those involved in education in an examination of what underlies educational theory and practice. The book shows that education is not simply about attending school, academic institutions or any other establishment of learning or training, but, rather, is a process that looks further than the time spent learning lessons, attending lectures, doing research, acquiring knowledge, honing skills, or developing competence, important and crucial as these activities are to human development. Its greatest challenge and purpose come, instead, from life itself. For this reason, this book is about education as preparing us to live a more fulfilled life, and as a process that lasts a lifetime. All those involved in education at all stages and in various capacities will find this book both beneficial and engaging.

This illuminating book illustrates how an understanding of these complex dynamics is crucial to the development of policies needed for effective and sustainable federal governance in the twenty-first century.
