EU Enlargement and the Environment
This volume focuses attention on key environmental and institutional changes associated with eastern expansion of the European Union, assessing and challenging prevailing views about the outcomes and processes of this historic development. Looking at four central themes -- capacity changes and limitations, the EU's mixed messages and conflicting priorities, non-state actor roles and developments, and the exchange of ideas and information - the volume shows that enlargement will change the EU, not just make it bigger, and that EU officials and programs are improving aspects of environmental policy in CEE countries even as they are making others less sustainable. The Green Belt of Europe
The Iron Curtain, running from the Barents Sea to the Black Sea, divided Europe for almost 40 years and no activity was allowed in this "forbidden" zone. The Global Environment
All serious environmental threats are now international in scope and more than one thousand international environmental agreements already exist. Yet the prospects for international cooperation leading to the management of impacts on the planet remain grim. The Global Environment meets the need for an authoritative assessment of the state of international environmental institutions, laws and policies at the end of the 20th century. The book examines disagreements over the meaning of sustainable development, problems inherent in implementing environmental policies and the conflict over the exclusion of developing countries from the Kyoto Protocol. It discusses the profound trade-offs that may be required, the role of international financial interests in promoting incompatible forms of development and analyses international environmental institutions, law and policy and sustainable development.
Old Europe, New Europe and the US
Iraq can be considered the 'perfect storm' which brought out the stark differences between the US and Europe. The disagreement over the role of the United Nations continues and the bitterness in the United States against its betrayal by allies like France is not diminishing. Meanwhile, the standing of the United States among the European public has plummeted. Within Europe, political tensions between what US Secretary of Defense Donald Rumsfeld euphemistically called the 'Old' Europe and the 'New' Europe continue to divide.
