Understanding Germany's federal structure is crucial to understanding contemporary Germany. The federal system shaped the way German unification was carried out, it shapes the way in which policies are made, and it plays a role in determining the way in which Germany presents its priorities in the EU. The first part of the book analyzes the nature of pre-unification West German federalism and the unique challenge posed for the federal system by unification. Part 2 takes stock of key issues in the operation of post-unification federalism, including the policy process, the role of parties in federalism, conflicts of interest over financial allocations, and the impact of deepening European integration. The final part offers a series of critical perspectives which address the long-term legacies of unification and increasing pressures for reform.

The book analyses how political parties compete and strategise on the issue of territorial reform using case-studies that include countries from both Western (Belgium, Germany, Italy and Spain) and Central-Eastern Europe (Poland, Slovakia and Romania). Each case-study considers different drivers of decentralization, such as territorial identities and the demands of regionalist parties for territorial autonomy or independence, efficiency concerns related to issues of uneven economic development and economic competitiveness, the pressure from supra-national organizations (especially the EU), as well as different combinations of these drivers. They also consider how the ideology and organisation of state-wide parties and the institutional context in which they compete shape their responses to these drivers and their strategy towards the question of territorial reform. This collection investigates the logic of the actions that guide political parties’ strategy to highlight trends that are apparent across the case-studies. This book investigates an important source of the European Union's recent legitimacy problems. It shows how European integration is debated in mass media, and how this affects democratic inclusiveness. Advancing integration implies a shift in power between governments, parliaments, and civil society. Behind debates over Europe's 'democratic deficit' is a deeper concern: whether democratic politics can perform effectively under conditions of Europeanization and globalization. This study is based on a wealth of unique data from seven European countries, combining newspaper content analyses, an innovative study of Internet communication structures, and hundreds of interviews with leading political and media representatives across Europe. It is by far the most far-reaching and empirically grounded study on the Europeanization of media discourse and political contention to date, and a must-read for anyone interested in how European integration changes democratic politics and why European integration has become increasingly contested.
This volume addresses the relationship of citizenship and public management in Europe. After 15 years of state reform, it is time for an overall discussion of the theoretical and empirical impact and limits of New Public Management, as one of the latest reorientations in public administration, on the practice of citizenship. It points out the tension between a focus on improvement of state bureaucracies, on the one hand, and the involvement of citizens in the co-production of policies on the other. It also points to a fundamental change that is taking place: the imortance of state apparatuses for the development and sustainability of viable societies is being de-emphasized and special attention to "governance" is now taking over the central place, that for so long has been occupied by attention to "government". Through the eco-production of public policies by citizens and public authorities working together, a new civil society is emerging. The book highlights the fact that the re-invention of the citizen is of crucial importance to public administration practice, as well as to the various public administration disciplines in Europe.
This book examines the effects of personnel turnover in European Union institutions. Individuals enter and exit EU institutions with remarkable frequency, and questions involving institutional personnel lie at the heart of populist and feminist critiques of the EU. Are these critiques accurate? How do personnel dynamics affect the EU’s legitimacy? Will changing patterns of turnover help to redeem the EU? Personnel Turnover addresses these issues by considering turnover’s effects on three aspects of legitimacy (input, throughput, and output). Authors use a common framework to explore various questions: Does turnover affect the ways that EU citizens see the EU or the likelihood that citizens will participate in EU elections? Does turnover affect the efficiency of the EU decision-making or the EU’s ability to promote its interests abroad?
