Management of Nuclear Power Plant Projects
Member States intending to introduce a nuclear power programme will need to pass through several phases during the implementation. Experience shows that careful planning of the objectives, roles, responsibilities, interfaces and tasks to be carried out in different phases of a nuclear project is important for success. This publication presents a harmonized approach that may be used to structure the owner/operator management system and establish and manage nuclear projects and their development activities irrespective of the adopted approach. It has been developed from shared management practices and consolidated experiences provided by nuclear project management specialists through a series of workshops and working groups organized by the IAEA. The resultant publication presents a useful framework for the management of nuclear projects from initiation to closeout and captures international best practices.
Asset Management for Sustainable Nuclear Power Plant Operation
Asset management plays an important role in maintaining the competitiveness of nuclear power plants in a challenging and changing electricity market. The value of effective asset management is in providing support to those making decisions seeking the optimum level of financial performance, operational performance and risk exposure. This publication provides information on various methodologies, good practices and approaches to manage assets in nuclear power plants currently in operation or in other operational nuclear facilities. Information relevant to new build and decommissioning environments is also provided.
Planning Enhanced Nuclear Energy Sustainability: Analysis Support for Enhanced Nuclear Energy Sustainability (ASENES)
This publication describes the purpose and scope of the INPRO service Analysis Support for Enhanced Nuclear Energy Sustainability (ASENES) and its potential benefits to Member States. The publication highlights the links between this service and overall technical support to Member States for the planning and development of nuclear energy, and explains how it integrates with other IAEA services supporting knowledgeable decision making on nuclear power. An overview of analytical tools developed by INPRO for this purpose is also provided.
Specific Considerations in the Assessment of the Status of the National Nuclear Infrastructure for a New Research Reactor Programme
The assessment approach described in this publication provides a comprehensive means to determine the status of the infrastructure conditions relevant to all issues detailed in IAEA Nuclear Energy Series No. NP-T-5.1, Specific Considerations and Milestones for a Research Reactor Project. This approach can be used by any interested Member State for self-assessment to identify weaknesses and to determine the additional work needed to develop its national nuclear infrastructure for research reactor programme to an appropriate level. Member States planning to embark on both a research reactor programme and a nuclear power programme, may refer to this publication to ensure that the approach and methodology for the implementation of both programmes is harmonized, efficient and effective.
Enhancing Nuclear Security Culture in Organizations Associated with Nuclear and Other Radioactive Material
Nuclear security culture is an important component of an effective nuclear security regime, as it serves as a tool to improve the performance of the human component at nuclear facilities and organizations to counter both insider and outsider threats. Security culture connotes not only the technical proficiency of the people but also their awareness of security risks and motivation to follow established procedures, comply with regulations and take the initiative when unforeseen circumstances arise. A workforce made up of individuals who are vigilant, who question irregularities, execute their work diligently and exhibit high standards of personal and collective behaviour is able to achieve effective nuclear security. Building upon this understanding of the importance of a strong nuclear security culture, this publication provides practical guidance on how to implement a systematic nuclear security culture enhancement programme.
Member States’ Experiences and Insights from Maintaining Safety, Security and Reliable Nuclear Industry Operations During the Covid-19 Pandemic
The ability of the nuclear industry to continue to operate safely, securely and reliably during special circumstances such as a pandemic is essential and depends upon the effectiveness of its preparation, response and recovery plans as well as the ability of relevant organizations to adapt and respond to unforeseen situations. The purpose of this publication is to share experience with regard to managing and regulating facilities and activities during the COVID-19 pandemic, and to assist Member States in considering further actions to improve preparedness and response in relation to the ongoing pandemic and any future ones. The effective sharing of operating and regulatory experience is intended to have a positive influence on the response to, and recovery from, such global events. This publication is therefore written for operating organizations, regulatory bodies, competent authorities, research and technical support organizations, contractors and vendors.
