Administrative Law in Central and Eastern Europe
Following the constitutional and political reforms in Central and Eastern Europe of the last decade, the time has now come for the whole-scale reform of public administration and the creation of a professional civil service. What is needed is a clear sense of the objectives to be achieved by the administration; and the provision of adequate resources to perform the tasks of public administration. In addition, and perhaps most importantly of all, there must be a sound legal basis for public administration. This is the first book-length account of populism in the Visegrád Four (V4) countries — Czech Republic, Hungary, Poland, and Slovakia — for the first 30 years of multi-party competition since the transformative events of 1989–91 in Central and Eastern Europe. Advancing a post-foundational approach to populism based on a semi-formal reading of Ernesto Laclau's theory, the book undertakes a detailed examination of how the 'people' has been constructed in populist discourses in the party systems of the four countries since 1989. Drawing on a wealth of source material, the book offers both a wide-ranging and in-depth overview and classification of populism in the V4 in terms of discursive (e.g. centrist, conservative, left-wing, liberal, nationalist, social) and hegemonic type (e.g. authoritarian hegemonic, generational counter-hegemonic) alike. This book will be of interest to students and scholars of populism, party politics, and Central and Eastern Europe.
Direct Democracy in the EU
The European Union is grappling with a democracy problem. The succession of crises which have plagued the increasingly executive EU for years, has led to a rising cacophony of voices calling for fundamental change to the integration project. Yet despite the seismic shock of the Brexit referendum and the electoral upsets by nativist parties across the continent, few of the plans for EU reform include concrete proposals to reduce the age-old democratic deficit. This book is concerned with the two-pronged question of how the relationship between citizens, the state and EU institutions has changed, and how direct democratic participation can be improved in a multi-layered Union. As such, this edited volume focuses not on populism per se, nor does it deeply engage with policy and output legitimacy. Rather, the research is concerned with process and polity. Building on the notion of increasing social, economic and political interdependence across borders, this volume asks how a sense of solidarity and European identity can be rescued from the bottom up by politically empowering citizens to ‘take back control’ of their EU.
