When the Indian Prime Minister was delivering his speech, he saw five CISF men entering the meeting hall and run toward the podium, holding guns. First, the PM thought that something had gone wrong and these CISF men were rushing to protect him. But he was a little bit confused when he saw many CISF men and some men in UCF uniform chasing them. One of the new CISF men advancing toward the dais aimed at the Indian PM and fired. Five SPG commandos, meanwhile surrounded and shielded the PM. Three of them were shot on their back and fell down. Two others were shot on their legs and they crawled, still shielding the PM. Cambodia

This 2011 Article IV Consultation reports that Cambodia’s high degree of dollarization and largely reduced fiscal space constrain the authorities’ ability to cushion shocks. Macroeconomic stability hinges on prudent fiscal policies. The mission cautioned that fiscal space is limited and that greater consolidation efforts are needed to strengthen revenue administration and prioritize spending. The outlook for external debt sustainability has improved on Cambodia’s prudent track record, but potentially large contingent liabilities from public–private power sector projects need to be carefully managed.

Cambodia

Despite the global slowdown, Cambodia’s economy has been holding up, driven by resilient exports and tourism and a strong real estate recovery. Fiscal policy has remained anchored in rebuilding government deposits and maintaining long-term fiscal debt sustainability, while providing adequate financing for Cambodia’s vast development needs. Executive Directors identified greater mobilization of fiscal revenues imperative to rebuild government deposits, and maintained that focus should be on measures that would generate substantial additional revenue and create strong positive externalities.

The Storm

"Shahryar, a recent PhD graduate and father of nine-year-old Anna, must leave the US when his visa expires. In their last remaining weeks together, we learn Shahryar's history, in a village on the Bay of Bengal, where a poor fisherman and his wife are preparing to face a storm of historic proportions. That story intersects with those of a Japanese pilot, a British doctor stationed in Burma during World War II, and a privileged couple in Calcutta who leaves everything behind to move to East Pakistan following the partition of India"--

Is South Asia Ready for Take Off?

Since the mid-1980s, durable reforms coupled with prudent macroeconomic management have brought steady progress to the South Asia region, making it one of the world’s fastest growing regions. Real GDP growth has steadily increased from an average of about 3 percent in the 1970s to 7 percent over the last decade. Although growth trajectories varied across countries, reforms supported strong per capita income growth in the region, lifting over 200 million people out of poverty in the last three decades. Today, South Asia accounts for one-fifth of the world’s population and, thanks to India’s increasing performance, contributes to over 15 percent of global growth. Looking ahead, the autho...
