Hukum Tata Negara merupakan mata kuliah wajib pada program studi Ilmu Hukum. Bahkan pada beberapa perguruan tinggi, Hukum Tata Negara menjadi bagian dari program studi. Oleh karena itu, dalam proses pembelajaran dan penulisan skripsi diperlukan sebuah buku referensi yang memberikan pemaparan tentang Hukum Tata Negara secara komprehensif. Atas dasar petimbangan tersebut, maka penulis menulis buku ini dengan judul “Hukum Tata Negara: Teori dan Praktik di Indonesia”
Latar belakang penulisan buku ini awalnya adalah dalam rangka memenuhi himbauan dari Ketua Sekolah Tinggi Agama Islam Negeri (STAIN) Bengkalis kepada seluruh Dosen Pembimbing Lapangan (DPL) Kuliah Kerja Lapangan (KKL) STAIN Bengkalis untuk dapat menggali permasalahan yang berkembang di setiap pelaksanaan lokasi KKL. Penulisan tersebut dilaksanakan dengan latar belakang keilmuan dari masing-masing DPL dengan harapan terdapat penyelesaian dari persoalan yang muncul. Atas dasar pertimbangan tersebut, maka penulis menulis buku ini dengan judul, Hukum Badan Usaha Milik Desa; Tinjauan tentang Partisipasi Masyarakat di Desa Kadur.
Hadirnya buku PERSOALAN-PERSOALAN HUKUM TATA NEGARA KONTEMPORER ini, diharapkan dapat membantu memahami persoalan-persoalan hukum yang ada sesuai dengan kaidah hukum dan peraturan perundang-undangan yang berlaku. Selain itu, keberadaan buku ini juga diharapkan dapat menambah wawasan masyarakat umum, sehingga dapat menyikapi persoalan hukum yang terjadi secara proporsional.
