Pippa Garner X Nancy Reese
In this series that was originally published in Lui and New West magazine in 1977 Pippa Garner (fka Philip Garner) and her artist friend Nancy Reese decided to dress not only the cars but also themselves. 00Pippa Garner studied transportation design at the ArtCenter College of Design in Los Angeles. Garner has shown at ICA LA (1980), MOCA LA (1985), and performed at the Whitney Museum of American Art with Chip Lord (1980). She appeared in character as a guest on talk shows including The Tonight Show Starring Johnny Carson, The Merv Griffin Show, and Monster Garage. Recently, Garner has had solo exhibitions at JOAN (2021), Kunstverein Mu?nchen (2022), Kunsthalle Zu?rich (2023), Frac Lorraine (2023), and Art Omi (2023). Garner lives and works in Long Beach, California.

Doing Drugs and Dropping Out
This report assesses the societal costs of substance abuse--especially cocaine and crack addition--and dropping out of school. It is organized around three themes: (1) the impact of cocaine and crack abuse in terms of crime, public spending, and lost productivity; (2) policies that move addicts away from crack; and (3) policies that reduce the high school dropout rate. Based on extant literature, the report quantifies a bottom-line cost of drug abuse to have been between $60.4 billion and $124.9 billion in 1988, a figure that reflects the costs of health care, economic loss, and law enforcement relating to substance abuse.
