The Asian Yearbook of International Law is a major refereed publication dedicated to international law issues as seen primarily from an Asian perspective. The spate of terrorist activities in various parts of India has been a cause of great concern for the last couple of decades. It has threatened the unity and integrity of India on one hand, and simultaneously causing an irreparable damage to millions of People in the country. In the State of Jammu and Kashmir, the wave of terrorism reached its Zenith in the last few decades. The Terrorist Activities which came to surface in the State of Jammu and Kashmir in later part of 1989, reached its peak by the middle of 1991. Being a legal Scholar and a silent spectator to the rise of terrorism in the State of Jammu and Kashmir, I was fascinated to work on a topic which could highlight the causes, operation of law and public response to terrorism in the State of Jammu and Kashmir. During the Period from 1989-1994, number of people have subscribed their views in relation to the terrorism in the State of Jammu and Kashmir through their articles, books, monographs; etc. However, no systematic study has been undertaken to unearth the causes, operation of law, Victimization and Public response of terrorism in the State of Jammu and Kashmir. The present study is a modest attempt in this direction.
