Many social protection programmes, including cash transfers, public works programmes and asset transfers, target women as main beneficiaries or recipients of benefits. Extending social protection to rural populations has great potential for fostering rural women’s economic empowerment. However, to tap into this potential, more needs to be done. This open access edited volume introduces the concept of causal mechanisms to explore new ways of explaining the global dynamics of social policy, and shows that a mechanism-based approach provides several advantages over established approaches for studying social policy. The introductory chapter outlines the mechanism-based approach, which stands out by modularisation and a clear focus on actors. The mechanism-based approach then guides the twelve chapters on social policy developments in different Asian, African, European and Latin American countries. Based on these findings, the concluding chapter provides a structured compilation of causal mechanisms and outlines how a mechanism-based approach can further strengthen research on the global development of social policies, especially in a comparative perspective. The edited volume is highly relevant for social policy scholars from a variety of disciplines, as well as for scholars interested in strengthening explanation in the social sciences.
New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. This report indicates that climate change will significantly affect the availability and trade of fish products, especially for those countries most dependent on the sector, and calls for effective adaptation and mitigation actions encompassing food production.
Sustainable Development Goal 1, ending poverty in all its forms, everywhere, is the most ambitious goal set by the 2030 Agenda. This Goal includes eradicating extreme poverty in the next 12 years, which will require more focused actions in addition to broad-based interventions. The question is: How can we achieve target 1.1 and overcome the many challenges that lie ahead? By gaining a deeper understanding of poverty, and the characteristics of the extreme rural poor in particular, the right policies can be put in place to reach those most in need. This report presents the contribution that agriculture, food systems and the sustainable use of natural resources can make to securing the livelihoods of the millions of poor people who struggle in our world.

The second part treats the expanding of Social Protection to Rural Areas, presenting the experiences from Leabnon and the expansion of universal health to rural areas. The second part also contains the big question of how financing Social Protection. The third part of the document presents Social Protection and its link with resilient Livelihoods and Climate Change while the last part contains evidence-based social protection cases from Latin America and the Arab region.
Cash transfers have become a key social protection tool in developing countries and have expanded dramatically in the last two decades. However, the impacts of cash transfers programmes, especially in Sub-Saharan Africa, have not been substantially documented. This book presents a detailed overview of the impact evaluations of these programmes, carried out by the Transfer Project and FAO’s From Protection to Production project. The 14 chapters include a review of eight country case studies: Kenya, Ghana, Ethiopia, Zambia, Zimbabwe, Lesotho, Malawi, South Africa, as well as a description of the innovative research methodologies, political economy issues and good practices to design cash transfer programmes. The key objective of the book is to enhance the understanding of these development programmes, how they lead to a broad range of social and productive impacts and also of the role of programme evaluation in the process of developing policies and implementing programmes.

The Integrated Nutrition Social Cash Transfer (IN-SCT) pilot project was embedded within Ethiopia’s Productive Safety Net Programme phase 4 (PSNP4). The PSNP4 programme supports food insecure households through two components: a cash transfer component that requires the recipient to participate in public work activities or to comply with soft conditionalities on access to social and health services; and a livelihood support component.
