Im heutigen Europa bilden langlebige und virulente Sprachkonflikte ein erhebliches Störpotential für die europäische Einigung. Daher will die „Europäische Charta der Regional- oder Minderheitensprachen“ des Europarats ein sprachplanerisches Instrument zum Schutz der kulturellen Vielfalt Europas und zur friedlichen Lösung solcher Konfliktsituationen sein. Die Charta, die bereits in 25 Staaten zur Anwendung kommt und sich in ein umfangreiches Dispositiv sprachrechtlicher Grundsätze und Regelungen einschreibt, wurde jedoch bisher nur unzureichend aus linguistischer und juristischer Perspektive analysiert und bewertet. Die Beiträge prüfen die der Charta zugrunde liegenden kulturell geprägten Kriterien des Sprachenschutzes sowie die sprachplanerische „Technologie“ ihrer praktischen Umsetzung. Anhand einer Fülle konkreter Fallbeispiele wird die Frage beantwortet, inwieweit die Konzepte und Maßnahmen der Charta die Komplexität heutiger europäischer Mehrsprachigkeitssituationen adäquat erfassen und überzeugende Lösungen für Sprachkonfliktsituationen bieten können.
