Between 1980 and 1994, Peru endured a bloody internal armed conflict, with some 69,000 people killed in clashes involving two insurgent movements, state forces, and local armed groups. In 2003, a government-sponsored “Truth and Reconciliation Committee” reported that the conflict lasted longer, affected broader swaths of the national territory, and inflicted higher costs, in both human and economic terms, than did any other conflict in Peru’s history. Resource Booms and Institutional Pathways
This book analyses the institutional development that the Peruvian state has undergone in recent years within a context of rapid extractive industry expansion. It addresses the most important institutional state transformations produced directly by natural resources growth. This includes the construction of a redistributive law with the mining canon; the creation of a research canon for public universities; the development of new institutions for environmental regulation; the legitimation of state involvement in the function of prevention and management of conflicts; and the institutionalization and dissemination of practices of participation and local consultation.
The Shining Path in Huancavelica, Peru
This is the first work exploring the colonial roots, modern context, trajectory and legacy of the Shining Path insurgency in the region of Huancavelica, Peru, one of Peru’s most impoverished and Quechua-speaking regions. The use of terroristic violence to implement a revolutionary and exclusivist ideology was without precedent in Latin America, presaging later movements such as ISIS. Integrating interviews, testimonials, survey data and the vast primary and secondary literature on the insurgency, this work examines how Huancavelican communities experienced and continue to shoulder the consequences of an exterminatory conflict thirty years after the insurgency was largely, although not entirely, defeated.
The Persistence of Local Caudillos in Latin America
Despite democratization at the national level, local political bosses still govern many municipalities in Latin America. Caudillos and clans often use informal political practices—ranging from clientelism and patronage to harassment of political opposition—to control local political dynamics. These arbitrary and, at times, abusive practices pose important challenges to how Latin American democracy works and how power is exercised after the decentralization reforms in the region. These reforms promised to bring the government closer to the people and to promote popular participation. In many cases, these ideals are unmet, and newly empowered local politicians have been able to turn municipalities into personal fiefdoms. This book explores how local caudillos stay in power and why some are more successful than others in retaining office. Tomáš Došek provides an in-depth analysis of six cases from Chile, Paraguay, and Peru to show the strategies that caudillos pursue to secure power and the mistakes they commit that drive them out.

En el Perú, por ejemplo, ha hecho que diferentes malestares psicosociales se incrementen, como la exclusión, la discriminación, la corrupción y la violencia, así como también la pobreza y la desigualdad, sobre todo en los grupos vulnerables: las mujeres, las niñas y niños, los adolescentes y los adultos mayores. Por ello, las organizaciones sociales, los colectivos y las comunidades se dieron a la tarea de recuperar conocimientos y experiencias previas para brindar respuestas de acción colectiva, desde la solidaridad y la resistencia, que generaron, a su vez, sentimientos de cuidado y apoyo mutuo. Este libro pone en un primer plano el cuidado de la salud mental desde un enfoque comunitario, ya que solo la participación activa de las personas, las familias y las comunidades en los procesos de atención, pero principalmente de prevención y promoción, puede asegurar bienestar y salud mental.
