The All-America City of Pharr was incorporated in 1916 and holds precedence as the heart of the Rio Grande Valley. The late Henry Newton Pharr, a sugarcane grower, engineer, and manufacturer, along with his partner John C. Kelly, founded the city for their interest in establishing a sugarcane empire. This borderland is located approximately eight miles from the mighty Rio Grande, and it prospered to become the ideal agricultural grounds that attracted star investors from as far as Louisiana.
