Nach einer Ableitung verschiedener Hypothesen prüft der Autor, ob es Determinanten gibt, deren Ausprägung Einfluss auf die Wahrscheinlichkeit der Entscheidung eines Landes haben, ein ELP einzuführen sowie herauszustellen, ob diese Determinanten auch Auswirkungen auf dessen Effektivität und damit auf das Erfolgspotential haben.
