Legitimacy is vital to unions. Without it, they lose political and ideological support, members, and access to funds. Gary Chaison and Barbara Bigelow use the concept of legitimacy as a lens through which to understand the steady decline in union size and influence and to suggest new strategies for union revitalization.Chaison and Bigelow relate legitimacy to five case studies: the UPS strike, the organization of clerical workers at Harvard, the AFL-CIO associate membership campaign, the fight against NAFTA, and the Massachusetts Nurses Association Campaign for Safe Care. 2004 was a year that threw into sharp relief the principal features of the present political conjuncture, that is, one in which the Italian political transition shows few signs of coming to a conclusion. 2004 was, therefore, a year of limited change, one in which reforms were announced but not fully achieved and where the few that were achieved were noteworthy for the compromises that were necessary in order to make them possible at all. It was, too, a year in which there emerged a stalemate between the center-right and center-left coalitions which, pending the regional elections of 2005 and the general election of 2006, took almost equal shares of the vote at the elections for the European Parliament. As more and more corporations operate around the globe, the development of an international perspective on industrial relations becomes increasingly urgent. Toward that end, the contributors to Workplace Industrial Relations and the Global Challenge examine the workplace itself. On the basis of ethnographic case studies and comparative data, they conclude that global economic forces and transnational corporations are, indeed, driving industrial relations initiatives. However, national and workplace cultures, as well as state policies, still strongly affect the ways in which cooperation and conflict are negotiated on the shop floor.
My curiosity and concern about the working class in America stems from childhood memories of my father, a cabinetmaker, and of my oldest brother, an autoworker, who were passionately involved in the labor movement. Perhaps because they so wanted the working class to achieve greater social and economic justice and because they insisted it was not happening, I became curious to know the reasons why. Without even being aware of it, I began to explore a possible explanation—the internal diver sity of the working class. In my studies of autoworkers (the prototype proletarians) in the United States, Italy, Argentina, and India, I discovered that they seemed to be more divided economically, socially, and politically in the more eco nomically advanced countries—an idea that ran contrary to the evolution ary predictions of my Marxist friends. When I reported this in Blue-Collar Stratification (1976), I was surprised that some of them who were commit ted to an ideology of working-class solidarity attacked the hypothesis because it ran against their convictions.
