Trillion Dollar Baby
For most of its history, the remote and near-Arctic nation of Norway has eked out a marginal existence from fishing, forestry and shipping. That is, until Christmas Eve 1969, when oil was discovered off its southern coast. Rather than squandering the profits (as the UK did with its North Sea oil), when the revenue began flowing, Norway put in place the most robust and visionary framework for extracting maximum benefit from non-renewable resources found anywhere in the world. Less than twenty years after the country began investing in what is now called the Government Pension Fund, Norway has the largest sovereign wealth fund in the world, with assets of US$870 billion. Measuring What Matters
The Ryan White Comprehensive AIDS Resources Emergency (CARE) Act gives funding to cities, states, and other public and private entities to provide care and support services to individuals with HIV and AIDS who have low-incomes and little or no insurance. The CARE Act is a discretionary program that relies on annual appropriations from Congress to provide care for low-income, uninsured, or underinsured individuals who have no other resources to pay for care. Despite its successes, funding has been insufficient to address all of the inequalities and gaps in coverage for people with HIV. In response to a congressional mandate, an Institute of Medicine committee was formed to reevaluate whether CARE allocation strategies are an equitable and efficient way of distributing resources to jurisdictions with the greatest needs and to assess whether quality of care can be refined and expanded. Measuring What Matters: Allocation, Planning, and Quality Assessment for the Ryan White CARE Act proposes several types of analyses that could be used to guide the evaluation and improvement of allocation formulas, as well as a framework for assessing quality of care provided to HIV-infected persons.

The book is based on a national, representative survey of more than 3,000 Americans aged 25 to 74—plus in-depth interviews with adults drawn from the survey—to find out what Americans mean by social responsibility. The book explores the extent to which adults contribute time to caregiving, social support, and financial assistance to family members; the time given to volunteer work and financial contributions to various causes, charities, and organizations; and how these contributions are affected by job obligations. A major focus is on age and gender differences, which shows midlife to be a transitional time when civic activities increase as family obligations decline. All told, the study adds a hopeful new voice to the overwhelmingly negative debate about the current state of our civic and social lives.
