River basin management is a key concept in contemporary water policy. Since the management of rivers is best designed and implemented at the scale of the river basin, it seems obvious that we should not confine ourselves to administrative or geographical borders. In other words, river basin management implies crossing borders. Experience with river policies shows that this is easier said than done, though. This book reveals how cross border co-operation in river management looks today. It first analyses the literature in this field of policy and research and then goes on to describe five cases of cross border initiatives in quite different corners of Europe. By using well-developed indicators and an elaborate analytical framework, it deals systematically with opportunities for and barriers to cross border co-operation on European rivers.
