This book has two primary objectives. The first is to pose the question of the value of life and safety improvement (Or reduction) In a form that makes it amenable to analysis using the conseptual apparatus of economic theory (Especially that provided by the theory of choices under uncertainty). The second major objective is to de- velop an analytical framework within which the question, having been appropriately formulated, can then be answered, first at a qualitati- ve and then at a quantitative level.
