This report created by le Conseil de la science et de la technologie was done in response to the government of Québec's preparation to update the Québec Research and Innovation Strategy (QRIS). This assessment of priority-setting from tested world processes is meant to aid in the reseaerch and development of the updated QRIS, as well as a response to the fifth challenge from the Phase I of the Science, Technology, and Society Perspectives project. This project presented seven challeges facing Québec, and this fifth challege could also be addressed in this report. The document is not meant to be a setting of priorities, but rather to update knowledge of priority-setting processes and report on outstanding current processes in usage that Québec could emulate to improve its methods.
