Thispublication is Chapter 16 of the Environmental Impact Statement, presentinginformation on heritage resources of the Project area and derived from aseries of Heritage Resource Impact Assessments conducted by the SaskatchewanResearch Council in 1984 for the Saskatchewan Power Corporation and in 1986,principally for the Souris Basin Development Authority. The work representedboth field work and a thorough analysis and assessment of other relatedsources of information. An impact management program with mitigative measures is also included.

The Souris Basin Development Authority is requesting, through this Environmental Impact Statement, a license from the Saskatchewan Department ofEnvironment to construct the Rafferty Dam, the Alameda Dam and relatedappurtenances on the Souris River system in southeastern Saskatchewan. Thispublication is Chapter 7 of the Environmental Impact Statement, presenting adescription of the hydrologic regime affected by the proposed Rafferty andAlameda Reservoirs and a Boundary to Rafferty diversion channel under pre-and post-project conditions. Computer models were used to simulate thehydrologic regime of the river with and without the Project, usingreconstructed monthly mean natural flows for 1912-81. The study also included an assessment of the flood control capability of the Project.

Evaluation of land suitablility for irrigation was undertaken for threeareas: townships surrounding the Rafferty Reservoir; townships surroundingthe Alameda Reservoir; and the Souris River Valley bottom lands between theRafferty dam and the United States border. Computer modeling by the Saskatchewan Water Corporation provided estimates of the amount of wateravailable for irrigation. Details are given on potential and current irrigation development, water availability and development, groundwater, soils studies, land classification, engineering design and costs, annualwater requirements, economic evaluation of irrigation and recent irrigationprojections.

Thispublication is Chapter 15 of the Environmental Impact Statement, presentinginformation on wildlife in the Project area, gained through questioning ofindividuals familiar with the region, utilization of reference materials onthe fauna of Saskatchewan and field investigations in the summer and fall of1984 and the winter and spring of 1985. Surveys were designed to assesswaterfowl and upland game bird production, and waterfowl staging and ungulateutilization during the winter. A preliminary evaluation of that part ofMoose Mountain Creek which would be impacted by the proposed Alameda reservoir was achieved through literature search, air photo interpretationand ground reconnaissance of portions of the proposed reservoir in January1986 and April 1987.

Information is given on the 1940 and 1958 InternationalJoint Commission investigations, and the Souris Basin Study, as well assetting out the steps to be taken in public involvement during the Project.
