NAFTA and the Mexican Manufacturing Sector

This volume discusses the development of the Mexican manufacturing sector during the NAFTA era. This book pursues several objectives simultaneously. Firstly, it gives continuity to and revitalizes the structuralist economic perspective and debate proposed by Latin American development theory. Secondly, it analyzes the trend of structural heterogeneity in Mexico from 1994-2008 using the manufacturing sector as a case study. Lastly, it uses methodologies established by the Economic Commission for Latin America and the Caribbean (ECLAC) to provide an in-depth statistical evaluation of the effects of economic liberalization on structural change, labor productivity, production concentration, and dynamic competitiveness in the main industries of the sector: food, beverages, and tobacco; textiles and apparel; chemistry; electromechanics. Providing historical context for the evolution of Mexico’s economy after trade liberalization, this volume will be of interest to students, scholars, and researchers of industrial economics, economic development, Latin-American studies, developing studies, international economics, international relations, political science, and economic geography.

Spanish Abstract: Este artículo tiene por objetivo comparar las transformaciones estructurales ocurridas en el sector industrial de India y México, después de reformas económicas similares, inspiradas en el Consenso de Washington. La evolución del indicador de productividad laboral, calculado para 90 categorías, en el caso de México, en el periodo 1994-2007, y de 123 categorías para la India, de 1998 a 2007, corrobora un aumento de las disparidades entre las industrias, así como una concentración de la modernización en un número reducido de actividades. Los resultados muestran un proceso relativo de reestructuración y modernización productiva en la India, con un cierto rezago temporal, y una evolución más cuestionable en México, debido a una excesiva especialización dependiente de la dinámica de las empresas multinacionales. Por último, una metodología diferencial estructural confirma la hipótesis, según la cual, en ninguno de los dos casos, existe un cambio estructural impulsor de los niveles de eficiencia agregados.

This article analyzes the industrial policy implemented in Mexico as a result of the trade liberalization, highlighting its role in the configuration of an industrial specialization pattern that revolved around inbond assembly activities and whose main feature was manufactured goods with low value added and little local technological knowledge. By contrast, a synthesis of public measures whit brought about the upgrading of manufacturing activities in Taiwan gives rise to a debate about the relevance of the State as a promoter of productive development and questions the possibilities of developing countries to move up within international manufacturing linkages.

At once theoretically sophisticated and poignantly written, Constructed Movements centers stories from communities in Mexico profoundly affected by emigration to the United States to show how migration extracts resources along racial lines. Ragini Shah chronicles how three interrelated dynamics--the maldistribution of public resources, the exploitation of migrant labor, and the US immigration enforcement regime--entrench the necessity of migration as a strategy for survival in Mexico. She also highlights the alternative visions elaborated by migrant community organizations that seek to end the conditions that force migration. Recognizing that reform without recompense will never right an unjust migratory system, Shah concludes with a forceful call for the US and Mexican governments to make abolitionist investments and reparative compensation to directly counteract this legacy of extraction.

Spanish Abstract: Este artículo estudia el desempeño comercial de los 12 principales países exportadores de bienes industriales en el período 2004-2013, analizando tanto la pretendida asociación existente entre la productividad laboral y la competitividad externa como el rol de las industrias altamente tecnológicas en el éxito exportador. La aplicación de la metodología de Wang, Wei y Zhu (2018), a partir del uso de matrices input-output globales para el caso del comercio de Estados Unidos (EE.UU.) y de China, muestra el mejor posicionamiento de EE.UU. en la Cadena Gobal de Valor (CGV), y ejemplifica la relevancia de las nuevas dinámicas productivas globales para la evaluación del comercio internacional a nivel sectorial.
