Hypersonic Missile Nonproliferation
Hypersonic missiles--specifically hypersonic glide vehicles and hypersonic cruise missiles--are a new class of threat because they are capable both of maneuvering and of flying faster than 5,000 kilometers per hour. These features enable such missiles to penetrate most missile defenses and to further compress the timelines for a response by a nation under attack. Penaid Nonproliferation
An attacker's missile-borne countermeasures to ballistic missile defenses are known as penetration aids, or penaids. To support efforts to prevent the proliferation of penaid-related items, this research recommends controls on potential exports according to the structure of the international Missile Technology Control Regime.
The Proposed Fissile-material Production Cutoff
President Clinton has announced that the United States will take a comprehensive approach to the growing global accumulation of fissile material. As an element to that approach, he proposed a multilateral convention banning production of such material for nuclear-explosives purposes or outside international safeguards. This report examines and proposes some next steps to the proposed convention, to further strengthen worldwide control of weapon-usable material.
Nonproliferation Sanctions
The proliferation of nuclear, biological, and chemical weapons and missiles for these weapons' delivery is a major threat to international security. This study examines the United States' use of sanctions against foreign entities to prevent such proliferation. This study begins with a review of the objectives and provisions of the various U.S. nonproliferation sanctions laws. The legal provisions are compared at each step of the sanctions process. The study then reviews the history of the application of sanctions against proliferation, and the problems revealed by the experience. It then explores alternatives for dealing with these problems-including possible actions by both Congress and the Executive Branch, and concludes with recommendations.

The papers included in this volume comprise research from participants in the 2018 Nuclear Scholars Initiative and the Project on Nuclear Issues (PONI) Conference Series.
