Worker Protection
Day laborers (DL) are individuals who generally work for different employers and get paid on a daily basis. They may congregate on street corners and wait for employers to offer them work. Little is actually known about these DL or their working conditions. DL may be used for the most hazardous work but not paid appropriate wages or provided safe working conditions. This report determines what is known about the DL workforce and identifies the factors that affect labor's ability to enforce the protections afforded DL under certain labor laws. The Labor Dept. should obtain better info. about the presence of DL or violations experienced by DL, and provide guidance to its local offices to ensure more consistent enforcement of protections for DL. GAO prepared this report under the Comptroller General's authority as part of an effort to assist policy makers in determining how federal disability programs could more effectively meet the needs of individuals with disabilities and addressed it to each committee of jurisdiction. In this report, GAO assesses: (1) the extent to which state Vocational Rehabilitation (VR) agencies assist individuals in achieving employment; and (2) performance measures and monitoring practices Education uses to manage this decentralized program and achieve legislative goals. Provides information on: (1) the factors that influence the price of fluid milk as it moves from the farm to the consumer; (2) the portion of the average retail price of a gallon of fluid milk that is received by farmers, coops, wholesalers, & retailers in selected markets across the country; (3) changes in farm & retail prices & their effect on the farm-to-retail spread; (4) the way changes in prices at any given level in the milk marketing chain are reflected in changes in prices at the other levels; & (5) different retail pricing relationships that exist in selected markets among the 4 kinds of milk -- whole, reduced-fat (2%), low-fat (1%), & fat-free (skim).
