We cannot expect in East Asia over the foreseeable future to see the sort of conflation of sovereign states that has occurred in Europe. We must anticipate that, for the foreseeable future, the requirement will be for the sensible management and containment of competitive instincts. The establishment of a multilateral security body in East Asia that includes all the key players, and which the major powers invest with the authority to tackle the shaping of the regional security order, remains a critical piece of unfinished business.

"The fortieth anniversary of the Strategic and Defence Studies Centre's founding provided the opportunity to assemble many of Australia's leading analysts and commentators to review some of the more significant issues that should define Australian defence policy. ... The papers collected in this volume are not informed by a common view of where Australia should focus its defence policy, but all address themes that should figure prominently in this difficult but essential task"--Provided by publisher.

National Intelligence and Science

Intelligence is currently facing increasingly challenging cross-pressures from both a need for accurate and timely assessments of potential or imminent security threats and the unpredictability of many of these emerging threats. The essence of intelligence is no longer the collection, analysis, and dissemination of secret information, but has become instead the management of uncertainty in areas critical for overriding security goals.

This survey is a product of the Quadrennial Defense Review (QDR) 2001 Working Group, a project of the Institute for National Strategic Studies at the National Defense University. Sponsored by the Chairman of the Joint Chiefs of Staff, the working group is an independent, honest-broker effort intended to build intellectual capital for the upcoming QDR. More specifically, it aims to frame issues, develop options, and provide insights for the Chairman, the services, and the next administration in three areas: defense strategy, criteria for sizing conventional forces, and force structure for 2005-2010. One of the group's initial tasks was to assess the future security environment to the year 202...

Maike Hausen presents a transnational, multi-perspective review of strategic and security discussions among the former British white settler colonies Australia, Canada and New Zealand in the 1960s. Focusing on the foreign policy debate surrounding the British decision to withdraw their military 'East of Suez' from Southeast Asia, she reviews extensive source material to examine the transformation of political, diplomatic and strategic ties between Great Britain and Australia, Canada and New Zealand. By embedding the East of Suez discussion into a larger framework of long-term postcolonial transformations and developments of the Cold War and decolonization, the study traces how the British decision upset the traditional conduct of concerted foreign policy and led to notions of crisis and uncertainty as well as to reviews that would ultimately contribute to more independent national outlooks and policies.
