As the process of globalization continues and power imbalances between decision-making institutions become increasingly apparent, the need for a critical assessment of the way in which we manage our interaction with the natural environment becomes ever more urgent. Good governance was identified at the World Summit on Sustainable Development as a critical factor for ensuring successful sustainable development. This book builds on the briefing papers that were presented at the Summit, taking further the discussions of the WEHAB agenda (Water, Energy, Health, Agriculture and food, and Biodiversity - the five international priority sectors highlighted by UN Secretary General Kofi Annan). This is a unique offering on the role and reform of global institutions and processes, raising issues that have previously been neglected in international discussions.
The World Summit on Sustainable Development (WSSD) in Johannesburg in 2002 brought together thousands of delegates who mapped out the future of the global sustainable development agenda. The resulting technical document, the Johannesburg Plan of Implementation (JPOI), identifies priorities in the implementation of Agenda 21 and other international agreements, and commitments that will take these priorities forward. This book places administrative reform in post-socialist countries in a broad context of power and domination. This new perspective clarifies the reasons why reforms went awry in Russia and some other post-Soviet countries, whereas they produced positive outcomes in the Baltic States and most East European countries. The contributors analyse the idea that administrative reform cannot produce sustainable changes in the organization of the state apparatus as long as it does not touch the underpinning model of power and domination. Using an interdisciplinary and comparative approach, the essays combine elements of philosophy, sociology, political science and economics, including a wealth of primary and secondary data: surveys, in-depth interviews with state representatives and participant observation. The book focuses on Russia and analyses recent developments in this country by the way of comparison with the experience of carrying out administrative reform in Ukraine, Bulgaria, Poland, Germany and North America. Governance for sustainability is defined as the set of written and unwritten rules that link ecological citizenship with institutions and norms of governance. It is a complex topic because it addresses the three issues of globalization, democracy and sustainability. No form of governance can succeed if there is no common bond between those who govern and those who are being governed.
