Although it has been more than 20 years since Communism crumbled in Central and Eastern Europe and the Soviet Union, many scholars and politicians still wonder what the lifting of the Iron Curtain has really meant for these former Communist countries. And, because these countries were largely closed off to the world for so long, there has yet to be an all-inclusive study on their administrative systems—until now. In Public Administration in Post-Communist Countries: Former Soviet Union, Central and Eastern Europe, and Mongolia, expert contributors supply a comprehensive overview and analysis of public administration in their respective post-Communist countries. They illustrate each country...

Democracy and Civil Society in a Global Era addresses challenges to the strengthening of active citizenship. In this highly-structured work, the themes presented are linked to fostering a culture of peace and non-violence, the lessening of fear and insecurity in political, economic, social, and cultural terms inherently detached from the conceptualization of political delineations and physical boundaries, and the ability to live dignified lives. The various regions that are represented in the case studies include: the Indian sub-continent, Malaysia, Indonesia, Turkey, Iran, China, the Middle East, Nigeria and the EU. The commonality and universality of the topics allows readers from any regi...

Minorities, based on whatever criteria—linguistic, religious, ethnic, tribal, racial, or otherwise—share a distinctive contextual and social experience. Their representation in public service is important, especially when there have been public policies which have historically discriminated against them. Politics of Preference: India, United States, and South Africa discusses the importance of offsetting past discrimination in an attempt at bringing all citizens in as active participants of their representative bureaucracies. The author, a distinguished public administration comparativist, brings together the uniquely large and complex cases of United States, India, and South Africa. In ...

Environmental Crime and Corruption in Russia

Environmental devastation, a significant consequence of industrial activity in Soviet times, continues to be a major problem in Russia. Specific problems include radioactive pollutants from inadequately monitored nuclear plants, illegal logging and wildlife poaching which have grown into hugely profitable businesses for criminal gangs, and toxic waste from unsanctioned and poorly controlled metallurgical, petroleum and agricultural chemical industries. This book presents a wide ranging assessment of the environmental problems faced by Russia and of the crime and corruption which contribute to them. It also discusses the attitude of the Russian government which seems to view environmental protection as something for rich countries, something to be postponed until Russia is on the same economic footing as wealthier Scandinavian and western European countries. It concludes, gloomily, that the problems are getting worse and that little is being done to tackle them.

Although much literature on human trafficking focuses on sex trafficking, a great deal of human trafficking results from migrant workers, compelled - by economic deprivation in their home countries - to seek better life opportunities abroad, especially in agriculture, construction and domestic work. Such labour migration is sometimes legal and well managed, but sometimes not so – with migrant workers frequently threatened or coerced into entering debt bondage arrangements and ending up working in forced labour situations producing goods for illicit markets. This book fills a substantial gap in the existing literature given that labour trafficking is a much more subtle form of exploitation ...
