En el tomo I se aborda lo relativo a la categorización y contenido de la relación jurídica del personal a cargo del Estado. Para esto, el tomo se divide en dos partes: una primera dedicada al estudio de la multiplicidad de vínculos y formas de asumir las funciones al interior del Estado colombiano, y una segunda en la que se analiza de una manera muy completa el contenido de esa relación jurídica.
