Canada's thirty-four million people and trillion dollar GDP don't occupy much space on a planet of seven billion whose economy is now worth forty trillion dollars. The country is not a lightweight yet, but certainly its position as a power is shrinking. What does that mean for the country's foreign policy and its various players? What room is left, and for whom?
The greater openness of developing countries' economies and the free trade agreements negotiated in recent years have spurred arguments in favor of greater integration in the world; they have also given rise to strong opposition. In some cases the opposition stems from the reaction of specific, domestically oriented sectoral interests, and in others from the activism of groups adhering to what has been termed "globophobia". Regrettably, the implementation of the Hemispheric Cooperation Program (HCP) has been constrained by the paralysis of the Free Trade Area of the Americas (FTAA) negotiations, and thus has been extremely slow. Although the future of the HCP process is unclear, the experience to date in the Hemisphere provides a sufficient basis to analyze its origin and peculiarities, as well as its chief difficulties and determinants. The bilateral negotiations between the United States and Central America, the Dominican Republic and the Andean countries also provide important input for the analysis in this study, and the lessons learned can be very helpful to ensuring the successful implementation of the HCP.
An insightful examination of the political and economic ties between China and Latin America from the 1950s to the present This book explores the impact of Chinese growth on Latin America since the early 2000s. Roughly twenty years ago, Chinese entrepreneurs headed to the Western Hemisphere in search of profits and commodities, specifically those that China lacked and that some Latin American countries held in abundance—copper, iron ore, crude oil, soybeans, and fish meal. Focusing largely on Argentina, Brazil, Chile, Costa Rica, Mexico, and Peru, Carol Wise traces the evolution of political and economic ties between China and these countries and analyzes how success has varied by sector, project, and country. She also assesses the costs and benefits of Latin America’s recent pivot toward Asia. Wise argues that while opportunities for closer economic integration with China are seemingly infinite, so are the risks, and contends that the best outcomes have stemmed from endeavors where the rule of law, regulatory oversight, and a clear strategy exist on the Latin American side.
Since the early 1990s the world has seen an explosion of preferential trade agreements (PTAs) between North and South. Mark Manger argues that current North-South PTAs are not primarily about liberalizing exports as is usually assumed. Rather, they are driven by the needs of foreign direct investment. The interests of multinational firms in investing in developing countries converge with the desires of the host countries to attract foreign capital. Yet to be politically feasible in the developed country, North-South PTAs must discriminate against third countries. PTAs thus create a competitive dynamic between countries, as excluded firms lobby their governments to restore access to important investment locations, leading to yet more preferential agreements. Based on extensive research in Europe, Japan, and the Americas and interviews with decision-makers in governments and the private sector, this book offers a new perspective on the roles of the state and corporations in international trade.
