Assessing the Benefits and Costs of ITS
The 17 chapters in this book, which evolved from a conference on measuring the contributions of ITS sponsored by the California Department of Transportation in February 2002, examine the costs and benefits of ITS in an economic and business policy context. SÃO PAULO AND MUMBAI: THE IMPACT OF RAIL-BASED NETWORKS ON TWO BRIC MEGA CITIES
Mumbai and São Paulo are mega metropolitan regions of the BRICs and economic engines of their respective countries. Both have populations of approximately 20 million inhabitants and serious problems of mobility and accessibility to jobs, leisure and health and education facilities because transport infrastructure and particularly rail-based urban mass transit is lacking. This paper discusses the issues faced by planners in both mega metropolitan regions, the performance of existing rail operating agencies and their impact on the modal split of the cities. It questions how central government authorities did not facilitate much earlier the quicker development of these networks in their economic growth engines. It discusses strategic issues and potential solutions to extend these networks quickly particularly when there are funds available. It draws lessons which might be useful for other similar mega metropolitan regions of the world.

Urban Poverty and Transport
"This paper reports the results of a survey of 5,000 households in the Greater Mumbai Region conducted in the winter of 2004. The goal of the survey was to better understand the demand for transport services by the poor, the factors affecting this demand, and the inter-linkages between transport decisions and other vital decisions such as where to live and work. This paper, the first of several research outputs, describes the salient facts about travel patterns in Mumbai for both poor and non-poor households. A striking finding of the survey is the extent to which all households-especially poor households-rely on walking. Overall, 44 percent of commuters in Mumbai walk to work. The proportion of the poor who walk to work is even higher-63 percent. Walking is an even higher modal share for nonwork than for work trips.
