Finance departments have often been portrayed as guardians of the public purse. In The Guardian, a multidisciplinary group of contributors examines the Ministry of Finance of Ontario since the Second World War. During the last sixty years the Ministry was transformed from a relatively small 'Treasury' to a sophisticated policy machine. What started as a modest bookkeeping operation evolved into a key bureaucratic and policy agency as the government of Ontario assumed a leadership position in developing the province. These essays reveal Ontario's 'finance' as a dynamic policy issue shaped by the personalities of premiers and ministers, the energies of public servants at all levels, and a critical dialogue between political and administrative worlds. Drawing on different methodologies, this collection profiles a ministry as policy entrepreneur, spender, revenue generator, capacity builder, budget director, program manager, and intergovernmental agent. The Guardian fills a significant gap in public administration literature and in so doing describes how Ontario's Ministry of Finance defined its role as 'guardian.'
Reconciliation(s) considers the definition of the concept of reconciliation itself, focusing on the definitional dialogue that arises from the attempts to situate reconciliation within a theoretical and analytical framework. Contributing authors champion competing definitions, but all agree that it plays an important role in building relationships of trust and cohesion. The essays in this book also consider the nature and utility of reconciliation in a number of contexts, evaluating both its function and efficacy.
For many years nationalism has been associated with political demands by minority nations that challenge the rights of the central state. However, over the last two decades many works have challenged this perspective, arguing that nationalism - as a political phenomenon - is likely to emerge among both majority and minority nations. In light of a renewed interest in the study of national Contemporary Majority Nationalism brings together a group of major scholars committed to making sense of this widespread phenomenon. To better illustrate the reality of majority nationalism and the way it has been expressed, authors combine analytical and comparative perspectives. In the first section, contributors highlight the paradox of majority nationalism and the ways in which collective identities become national identities. The second section offers in-depth case study analyses of France, the United Kingdom, Spain, Canada, and the United States. This book is an international project led by three members of the Research Group on Plurinational Societies based at Université du Québec à Montréal.
In No Justice, No Peace David Rapaport uses detail, insights, and anecdotes from over 150 interviews - with picket line captains, local executives, union leadership, journalists, mediators, and union and management negotiators among others - to provide an insider's view of the strike and its political and economic contexts, often told in the strikers' own voices. Vice-president from 1991 to 1997 of OPSEU's huge Region 5, covering Toronto, Rapaport describes how the election of the Harris government and the early "Common Sense Revolution" cutbacks led to a large opposition movement, the labour/social justice coalition, the Days of Action, and the province-wide OPSEU strike. No Justice, No Peace traces the politics involved, from ideology and belief in free trade to the downsizing of public and private enterprises, from the restructuring and privatization of the public sector to collective bargaining between OPSEU and the Ontario Government, and, finally, to the strike vote and the picket line.
From humble beginnings in a physics lab on the campus of Loyola University came the sounds of the first radio station in the lower Mississippi River Valley when WWL Radio signed on in 1922. The little station would grow into a national powerhouse, with its morning Dawnbusters show and nightly broadcasts from the Blue Room of the Roosevelt Hotel. The city's second oldest station, WSMB, with studios in the Maison Blanche Building, developed its own cast of favorites, including "Nut and Jeff." Later, in the city known as the birthplace of jazz, radio played a key role in popularizing early rock and roll. Disc jockeys at leading stations WTIX and WNOE helped develop the Crescent City sound, along with local personalities with colorful names like "Poppa Stoppa," "Jack the Cat," and "Dr. Daddy-O."

In Democratic Engineering in Rwanda and Burundi the author argues that a democratic model which is suitable for single-cultural societies may not be applicable in multicultural societies; he illustrates that the liberal and socialist theories have not addressed the issue of national minorities which threatens peace and stability in most African countries. The author investigates the form of democratic engineering that would harmonise ethnic relations and guard against ethnic discrimination and violence. He explores the consociational and integrative theories to identify a suitable democratic system that would stabilise Rwanda and Burundi. He analyses the pros and the cons of the present options adopted by Rwanda and Burundi to address the question of ethnicity and also assesses the potential of a number of other solutions.
