Betting on Biotech

After World War II, several late-developing countries registered astonishingly high growth rates under strong state direction, making use of smart investment strategies, turnkey factories, and reverse-engineering, and taking advantage of the postwar global economic boom. Among these economic miracles were postwar Japan and, in the 1960s and 1970s, the so-called Asian Tigers—Singapore, South Korea, and Taiwan—whose experiences epitomized the analytic category of the "developmental state." In Betting on Biotech, Joseph Wong examines the emerging biotechnology sector in each of these three industrial dynamos. They have invested billions of dollars in biotech industries since the 1990s, but ...

Innovative Activities of Multinational Enterprises in Austria

This book contributes to ongoing policy discussions on the internationalisation of innovation. Foreign-owned enterprises account for a rising share of national innovation expenditures and have become key actors in the national innovation systems of almost all OECD countries. Their new roles give rise to both hopes and concerns. The author examines the innovative activities of foreign-owned enterprises in Austria, a country with a huge share of overseas R&D investment. Empirical analysis reveals that foreign-owned enterprises exhibit a superior innovation performance compared to domestically owned enterprises. The performance differences, however, can be explained by factors such as firm size, sectoral affiliation, and export intensity, rather than by the ownership status. With respect to policy, the results neither confirm fears that foreign ownership could lead to an erosion of innovative activity in the host country, nor do they provide arguments for specific incentives to attract foreign-owned enterprises. Innovation policy should instead try to foster innovative capabilities of both foreign-owned and domestically owned enterprises.

International demand for military crisis-management missions continues to grow and demand for troops continues to outstrip supply. Like other Western democracies, European Union member states, because of their wealth, relative military competence and commitment to human rights, bear a particular responsibility to expand the international communitys capacity for action. But while the EU has succeeded in defining a complex military-technical and political-strategic framework to boost its role and that of its member states in crisis management, its performance so far has fallen well short of its ambitions. This paper analyses what the EU wants to be able to do militarily its level of ambition a...

Since the beginning of the 1970s, democratic capitalist Western Europe as well as state-socialist Eastern Europe faced the double challenge of the third industrial revolution and the second globalization. The accelerated political, social, economic and cultural change did not lead to a crisis "of capitalism" or "of communism", instead challenging European industrial society as such. In 1989, after a long erosion process, state socialism failed at the task of solving the manifold problems of adjustment; yet a lasting solution is also not conceivable within the context of a neo-liberal "new spirit of capitalism".The present volume, which arose from the interdisciplinary cooperation of historia...
