The theory of deliberative democracy promotes the creation of systems of governance in which citizens actively exchange ideas, engage in debate, and create laws that are responsive to their interests and aspirations. While deliberative processes are being adopted in an increasing number of cases, decision-making power remains mostly in the hands of traditional elites. In Democratic Illusion, Genevieve Fuji Johnson examines four representative examples: participatory budgeting in the Toronto Community Housing Corporation, Deliberative Polling by Nova Scotia Power Incorporated, a national consultation process by the Canadian Nuclear Waste Management Organization, and public consultations embedded in the development of official languages policies in Nunavut. In each case, measures that appeared to empower the public failed to challenge the status quo approach to either formulating or implementing policy. Illuminating a critical gap between deliberative democratic theory and its applications, this timely and important study shows what needs to be done to ensure deliberative processes offer more than the illusion of democracy.
Traditional definitions of public policy in Canada have been challenged in recent years by globalization, the transition to a knowledge-based economy, and the rise of new technologies. Critical Policy Studies describes how new policy problems such as border screening and global warming have been catapulted onto the agenda in the neo-liberal era. The book also surveys the recent evolution of critical approaches to policy studies, which have transformed decades-old issues. Contributors conceptualize the ways in which public policy questions cut across the traditional fields of policy. They cover both topical approaches such as Foucauldian and post-empiricist analysis and new applications of established perspectives, such as political economy. Conventional methodologies reveal new connotations when used to explore such topics as security issues, Canadian sovereignty, welfare reform, environmental protocol, Aboriginal policy, and reproductive technologies. This report examines the precise nature of the required institutional reforms needed to achieve higher sustained rates of growth and to make a dent in poverty reduction and provides a framework for their design and implementation. The more modest objective is to examine how the concepts of the new institutional economics are useful for analyzing and designing institutions and to evaluate how political economy concepts can be used to develop strategies for implementing institutional reforms. Employing some of these concepts, the report demonstrates that sound institutional reform can be technically and politically viable in the following key sectors: banking; capital markets and legal institutions; educational institutions; judicial reforms; and public administration.
