Nos meados de 1990, em meio ao contexto mundial da globalização e do neoliberalismo, o Brasil sofreu seus reflexos. Para alinhar o país ao mundo globalizado e adaptá-lo às demandas do cenário contemporâneo, o governo empreendeu reformas nas políticas sociais em conformidade com os princípios neoliberais. Destacam-se as reformas educacionais, tendo por base um escopo legal, que determinaram mudanças envolvendo os vários níveis e modalidades de ensino em conformidade com as diretrizes político-expansionista, político-organizacional e político-avaliativa, as quais implicavam mudanças estruturais e funcionais. Tais mudanças repercutiram no campo da educação superior de Enfermagem mudando a sua configuração. Portanto, adequar-se à nova orientação do campo da educação superior tornou-se questão-chave para a enfermagem, em que, entre outros aspectos, evidenciavam-se a expansão de cursos de Enfermagem vinculados ao setor privado e a elaboração de diretrizes curriculares.
