Post-Soviet Migration and Diasporas
This book examines the relationship between post-Soviet societies in transition and the increasingly important role of their diaspora. It analyses processes of identity transformation in post-Soviet space and beyond, using macro- and micro-level perspectives and interdisciplinary approaches combining field-based and ethnographic research. The authors demonstrate that post-Soviet diaspora are just at the beginning of the process of identity formation and formalization. They do this by examining the challenges, encounters and practices of Ukrainians and Russians living abroad in Western and Southern Europe, Canada and Turkey, as well as those of migrants, expellees and returnees living in the conflict zones of Azerbaijan, Georgia and Moldova. Key questions on how diaspora can be better engaged to support development, foreign policy and economic policies in post-Soviet societies are both raised and answered. Russia’s transformative and important role in shaping post-Soviet diaspora interests and engagement is also considered. Poverty and Policy in Latin America and the Caribbean
Although the progress toward poverty reduction remains sluggish, other dimensions of social welfare in the Latin American and Caribbean (LAC) region show signs of improvement. Adult literacy and school enrollment rates, life expectancy at birth, and the amount of access to safe water are increasing. Nutrition indicators are also improving. The present report combines an analysis of the 1998 farm survey overview of general agricultural policies and sectoral performance. Survey results are preceded by a sectoral review and a description of emerging legal framework for land reform and farm restructuring.

'Utility Pricing and the Poor' evaluates the 1999 electricity tariff increase and the potential for improved water-sector cost recovery, with a particular focus on service accessibility and affordability for the poor. A two-stage approach is recommended. In the first stage, revenues should be increased by ensuring payment from households that have reliable service but are not paying their bills. After collection capacity is strengthened, the utility should implement a program of tariff adjustment, based on improved service and meter-based billing.
