This is the first study of the United Nations Industrial Development Organization (UNIDO). It provides a concise description of UNIDO's activities as an actor in the field of international industrial cooperation from the 1960's to the present day. The emergence of UNIDO as a specialized agency of the United Nations is analyzed with emphasis on legal and institutional issues, and problems related to UNIDO's efficiency and its dependence upon political consideration, especially with respect to major countries, are examined. This report, the first in a new series from the United Nations Industrial Development Organization (UNIDO), assesses the diversity and divergence of industrial development around the world. It is intended to build on development policy experience, with a focus on the least developed countries. It introduces the concept of the 'Industrial Development Scoreboard' which benchmarks the industrial performance of 87 countries based on selected indicators, and chosen on the basis of data availability for inter-country comparisons. The report finds that building industrial capacity is a long and costly process of innovation and learning which many developing countries cannot accomplish without the technological aid of the international community to help address structural gaps.
